No one has anything to do with any kind of culture. They have more to do with the exercise of power, which they achieve at the cost of crimes against humanity. The only difference between them is that the largest criminal groups do not plunder their own citizens, but rather suck the blood of peoples outside them. However, there are small-scale criminals who plunder their own citizens and blackmail the big thugs. One can imagine where this will lead. The process outlined above is called politics today
